我国自1988年开始在建设领域实行了建设工程监理制度这是工程建设领域管理体制的理大改革所谓建设工程监理是指具有相应资质的监理单位受工程项目建设单位的委托依据国家有关工程建设的法律法规经建设主管部门批准的工程项目建设文件建设工程委托监理合同及其他建设工程合同对工程建设实施的专业化监督管理实行建设工程监理制目的在于提高工程建设的投资效益和社会效益这项制度已经纳入中华人民共和国建筑法的规定范畴 由于建设工程监理制度适应了我国发展社会主义市场经济的要求满足了市场经济的客观需要因此十余年来这项制度在全国范围内健康迅速地发展起来形也了一支素质较高规模较大的监理队伍全国各省市自治区和国务院各部门都已全面开展了监理工作全国各省市自治区和国务院各部门都已全面开展了监理工作全国大多数大中型项目可行性研究包括举世瞩目的巨型工程---三峡工程者实施了建设工程监理并取得了显著成效在工程建设中发挥着越来越重要明显的作用受到了社会的广泛关注和普遍认可 建设工程监理工作的主要内容包括协助建设单位进行工程项目可行性研究优选设计方案设计单位和施工单位审查设计文件控制工程质量造价和工期监督管理建设工程合同的履行以及直辖市建设单位与工程建设有关各方的工作关系等 由于建设工程监理工作具有技术管理经济管理全同管理组织管理和工作协调等多项业务职能因此对其工作内容方式方法范围和深度均有特殊要求鉴于目前监理工作在建设工程投资决策阶段和设计阶段尚未形成系统成熟的经验需要通过进一步研究探索因此本规范暂时未涉及工程项目前期可行性研究和设计阶段的监理工作 第4页共4页 术 语 项目监理机构 监理单位派驻工程项目负责履行委托监理合同的组织机构 监理工程师 取得国家监理工程师执业资格证书并经注册的监理人员 总监理工程师 由监理单位法定代表人书面授权全面负责委托监理合同的履行主持项目监理机构工作的监理工程师 总监理工程师代表 经监理单位法定代表人同意由总监理工程师书面授权代表总监理工程师行使其部分职责和权力的项目监理机构中的监理工程师 专业监理工程师 根据设计文件及承包合同中关于工程量计算的规定项目监理机构对承包单位申报的已完成工程的工程量进行的核验 见证 由监理人员现场监督某工序全过程完成情况的活动 旁站 在关键部位或关键工序施工过程中由监理人员在现场进行的监督活动 巡视 监理人员对正在施工的部位或工序在现场进行的定期或不定期的监督活动 平行检验 项目监理机构利用一定的检查或检测手段在承包单位自检的基础上按照一定的比例独立进行检查或检测的活动
